Well if you are trying to get it from your neighbors they probably have their wireless routers secured. First you need a wireless router and a computer that is wireless compatible. I believe they sell wireless cards that you can pop into older laptops also. Then you setup your wireless router, pretty much by plugging it in. You can configure your security and whatever by using the ip for the router. Then in your computer click the network icon in the lower right hand side and choose YOUR router.
